Requires the Department of Natural Resources to establish a statewide wolf population goal within its wolf management plan

Amends existing law (statute 29.185) that already requires DNR to implement a wolf management plan and regulate wolf hunting and trapping

Applies only when wolves are not listed on federal or state endangered species lists

DNR retains authority to limit the number of wolf hunters/trappers and wolves taken through harvesting licenses
