Creates new crime of "grooming of a child for sexual activity" under s. 948.072, prohibiting a course of conduct intended to condition, seduce, solicit, lure, or entice a child for sexual intercourse, sexual contact, or producing sexually explicit depictions

Grooming behaviors include sexual comments directed at a child, inappropriate physical contact, electronic communications to entice a child, providing gifts to lower inhibitions, isolating a child from family, and using computers or online platforms to contact children

Base penalty is a Class G felony, increasing to Class F if offender holds position of trust over the child, Class E if the child has a known disability, and Class D if two or more children are involved

Exempts persons under age 19 when the child is not more than 4 years younger, unless force, coercion, or abuse of position of trust is involved

Adds the new offense to over 50 existing statutory provisions covering sex offender registration, background checks for child care workers, victim notification requirements, bail considerations, and sentence enhancement provisions
