Prohibits health insurance policies, self-insured health plans, and Medical Assistance (Medicaid) from knowingly covering organ transplants or posttransplant care when the transplant is performed in the People's Republic of China or other countries designated by the Department of Health Services as participating in forced organ harvesting

Defines "forced organ harvesting" as removing organs from a living person through coercion, abduction, deception, fraud, or abuse of power, or from a person killed for the purpose of organ removal

Grants DHS authority to designate additional countries whose governments fund, sponsor, or facilitate forced organ harvesting to be included in the coverage prohibition

Exempts life-saving posttransplant care provided to individuals who have already received a transplant prohibited under the bill

Takes effect on the first day of the 4th month after publication, with delayed applicability for plans affected by existing collective bargaining agreements
