Expands the allowable uses of Department of Workforce Development appropriation (20.445(1)(aL)) to include identity proofing costs for unemployment insurance claimants when federal funding is unavailable

Currently, the appropriation covers only drug testing screenings, controlled substance testing, substance abuse treatment for UI applicants/claimants, and related expenses under s. 108.133

Identity proofing costs would be authorized under s. 108.14 (10m) specifically for cases where no federal funding exists

Unencumbered balance on June 30 of each odd-numbered year continues to transfer to the unemployment program integrity fund
