Requires mandatory electronic filing, payments, and reporting for all employers and employer agents unless they demonstrate "good cause" such as limited internet access, digital literacy limitations, or communication barriers

Mandates DWD implement identity-proofing measures meeting federal IAL2 and AAL2 standards and cross-check benefit applicants against death records, new hire databases, prison records, and immigration databases to detect fraud
