Law enforcement officers prohibited from requesting, obtaining, or receiving an individual's personal data from third parties in exchange for payment or anything of value without a warrant

Personal data defined broadly to include names, billing information, Social Security numbers, addresses, demographic data, internet search and browsing history, location data, financial and health information, biometric data, device identifiers, and communications content

Prohibition extends to obtaining personal data from other governmental entities if the officer knows or should know that entity purchased the data

Exceptions allowed for: a valid warrant under Chapter 968, emergencies involving danger of death or serious physical injury, publicly available governmental records or media, and express consent from the individual
