Removes the current statutory prohibition on using eminent domain/condemnation power to acquire land for recreational trails, bicycle ways, bicycle lanes, and pedestrian ways

Repeals section 32.015 of the statutes, which was the primary provision barring condemnation for recreational trail purposes

Applies to condemnation proceedings where title to the property has not yet vested in the condemning authority as of the bill's effective date
