Establishes identical penalty tiers for possession of carfentanil with intent to manufacture, distribute, or deliver

Adds carfentanil to the list of substances where the total weight of the drug plus any mixtures, diluents, or cutting agents counts toward the charged amount

Allows a 5-year sentence enhancement when carfentanil delivery, distribution, or possession with intent occurs under specified aggravating circumstances

Permits multiple carfentanil violations to be prosecuted as a single crime when they occur under a single intent and design
