Redirects the full $100 transfer fee for managed forest land (MFL) ownership changes to DNR's appropriation for paying registers of deeds, rather than only $30 as under current law

Requires the $300 withdrawal fee for removing land from the MFL program to be deposited in the conservation fund and credited to DNR's registers of deeds payment appropriation

Amends Wisconsin statutes 20.370(2)(cr), 77.88(2)(ac)1, and 77.88(5m) to expand the funding sources for DNR's recording fee payments
