Increases the passenger limit for non-school bus vehicles used for pupil transportation from 9 to 14 passengers (plus the operator) under normal circumstances

Raises the emergency transportation threshold from 10 or more passengers to 15 or more passengers when the Secretary of Transportation approves an emergency due to unavailability of regular transportation

Applies to both public school boards and private school governing bodies seeking alternative transportation options

Maintains existing insurance requirements: vehicles transporting 14 or fewer passengers not owned by schools must carry at least $10,000 property damage, $25,000 per person bodily injury, and $50,000 per accident liability coverage
