Requires battery manufacturers to designate stewardship organizations to operate free collection and recycling programs for portable batteries (up to 11 lbs/300 watt-hours rechargeable, up to 4.4 lbs primary) and medium format batteries (up to 25 lbs/2,000 watt-hours), with plans approved by the Department of Natural Resources

Prohibits producers from selling covered batteries in Wisconsin after January 1, 2027 unless participating in an approved stewardship plan, and requires batteries be marked with producer identification by 2027 and chemistry/disposal information by 2029

Mandates statewide collection infrastructure by December 31, 2028, including at least one permanent collection site within 15 miles for 95% of residents for portable batteries, and at least 10 permanent sites plus triennial collection events in counties without sites for medium format batteries

Bans disposal of covered batteries in landfills, incinerators, recyclable materials, or municipal waste beginning January 1, 2028, requiring delivery only to approved collection sites

Imposes civil forfeitures up to $7,000 per violation for intentional and substantial noncompliance, while exempting retailers from penalties and protecting good faith compliance efforts
