Requires Department of Corrections and counties to provide inmates and juveniles with free weekly telecommunications access: at least 180 minutes of phone calls, 60 minutes of video calls, and 100 text messages

Prohibits charging inmates, juveniles, or recipients for any telecommunications services and bars using these services to replace in-person visitation

DOC must contract for telecommunications services statewide; counties may join at no cost or receive reimbursement if they contract separately

Appropriates $4,980,500 in FY 2025-26 and $14,374,600 in FY 2026-27 to fund inmate and juvenile telecommunications services and county reimbursements

Phases in minimum access requirements over 18 months, starting with existing service levels and gradually increasing to full minimums
