Increases reimbursement to veterans organizations for providing military funeral honors from $50 to $85 per funeral

Requires the Department of Veterans Affairs to annually adjust the reimbursement amount on July 1 based on changes to the U.S. consumer price index

Expands eligibility for military funeral honors to include Hmong veterans naturalized under the federal Hmong Veterans' Naturalization Act of 2000 who were Wisconsin residents at the time of death

Eligible Hmong veterans must have served with special guerrilla units or irregular forces operating from Laos in support of the U.S. military between February 28, 1961, and September 18, 1978
