Requires the Department of Corrections and county sheriffs to provide recreational opportunities and structured programming (including academic instruction, vocational training, career development, reentry planning, behavioral health, and faith-based activities) to inmates in state prisons and county jails.

Mandates at least 35 hours per week of recreation and programming (averaging 5 hours daily) when officer and programming staffing levels are at or above 80%, reduced to 21 hours per week (averaging 3 hours daily) when staffing falls below 80%.

Requires a minimum of 7 hours weekly for recreation and 14 hours weekly for structured programming, with at least 5 of those programming hours in activities other than work experience.

Applies full requirements to state prison inmates immediately and to county jail inmates beginning on day 91 of confinement, with county jail inmates receiving at least 10 hours weekly during days 31-90 and no requirement during days 1-30.

Allows denial of recreation and programming privileges for up to 10 consecutive days for inmates subject to lockdowns or held in solitary confinement.
