Requires Department of Corrections to stock commissaries with at least 2 varieties of 18 personal hygiene products (deodorant, shampoo, toothpaste, razors, etc.) priced at no more than 125% of the highest-grossing retail chain's price

Mandates culturally sensitive products for types 2, 3, and 4 hair (shampoo, conditioner, natural hair oil, shaving cream) and cocoa-butter lotion be sold at no more than 100% of retail price

Provides each state correctional institution inmate with a $25 monthly stipend to purchase personal hygiene products from the commissary

Extends identical requirements to county jails and houses of correction, with sheriffs responsible for implementation and inmates receiving the $25 monthly stipend beginning on their 91st day of confinement

Appropriates $6,450,000 to DOC in each year of the 2025-27 biennium to fund the personal hygiene stipends
