Requires law enforcement officers to use de-escalation tactics and skills that minimize the likelihood force will become necessary, and mandates use of the least amount of force necessary to address a threat safely

Mandates the Law Enforcement Standards Board (LESB) decertify officers within 30 days for violations including use of force policy violations or terminating employment while under investigation for official misconduct

Officers decertified while under misconduct investigation cannot be recertified without a waiver from the police commission, police and fire commission, or governing body of the jurisdiction where they seek employment

Requires LESB to develop and review every 2 years a model use of force policy addressing interactions with individuals with mental disorders, substance abuse issues, dementia, and developmental disabilities

Model policy must limit use of force against vulnerable populations including children, elderly individuals, pregnant women, individuals with disabilities, and those with limited English proficiency
