Department of Corrections must establish a public interactive reporting system on its website, updated at least every 48 hours, showing inmate movement restrictions, solitary confinement numbers with reasons, and total inmate populations for each state prison and county jail

Inmates may designate up to 3 individuals to receive automatic electronic notifications within 24 hours when placed under restrictions affecting visitation or communication; only the inmate or designee can terminate notifications

Sheriffs must report county jail data to DOC weekly using a standardized format provided by the department

Reporting system must be operational within 6 months of passage; until then, DOC must report lockdowns to legislative committees twice weekly and solitary confinement totals quarterly

Appropriates $780,000 in FY 2025-26 and $275,000 in FY 2026-27 for the notification system, plus $94,200 for 2 temporary staff positions during implementation
