Requires the Board of Regents to directly make all limited appointments (president, chancellors, vice chancellors, deans, etc.) and prohibits delegation of this authority, with the Board required to approve title, salary, and position description for each appointment

Expands the definition of "faculty" for governance purposes to include all individuals with at least 50% appointment whose duties primarily consist of teaching or research, including instructional academic staff

Prohibits limiting faculty eligibility to serve on or lead committees, departments, centers, or programs based on rank, tenure status, faculty title, or terminal degree attainment

Bars chancellors and the Board from excluding full-time faculty or academic staff with instructional/research duties from consideration for dean, associate dean, or department chair positions solely because they lack tenure, are on probationary terms, or lack terminal degrees

Requires annual reporting to the legislature and governor on all limited appointments, including titles, salaries, position descriptions, and number of appointments at each UW institution
