Prohibits restraining pregnant persons or those who gave birth vaginally within 30 days or by cesarean within 60 days, unless there is substantial flight risk or extraordinary security circumstance, an individualized determination is made, the medical provider does not object, and least restrictive restraints are used

Requires written documentation when restraints are used on pregnant or postpartum persons, and mandates annual training for all staff who may encounter persons in labor or postpartum

Requires correctional facilities to offer pregnancy testing to all women under 50, ask about births in the preceding 24 months or lactation status, and offer STI/HIV testing to pregnant persons

Mandates access to mental health assessments and treatment, including evidence-based care for depression and postpartum depression, as well as access to doula and lactation support services if provided at no cost or paid by the incarcerated person

Requires facilities to provide educational materials on pregnancy, childbirth, breastfeeding, and parenting, continue existing medications/treatments, provide supplies for expressing breast milk, and inform pregnant and postpartum persons of applicable laws and policies
