Requires health insurance policies and self-insured governmental health plans (state, county, city, village, town, school district) to cover home test kits for sexually transmitted diseases, including HIV, along with laboratory processing costs

Home test kits must be recommended by CDC guidelines or U.S. Preventive Services Task Force and must have FDA approval/clearance, a CLIA waiver, or be developed by a laboratory meeting established quality standards

Coverage applies only when the home test kit is determined medically necessary or appropriate and is ordered by a health care provider or furnished through a standing order

Takes effect on the first day of the 4th month after publication, applying to new policy or plan years beginning after that date

Plans affected by collective bargaining agreements have delayed implementation until the agreement is newly established, extended, modified, or renewed
