Eliminates annual reporting requirements to the Joint Committee on Finance for Milwaukee County (0.4% sales tax) and City of Milwaukee (2% sales tax) regarding expenditures from sales tax revenues collected to pay unfunded retirement system liabilities

Removes restrictions limiting cultural/entertainment spending to 5% of total budgeted expenditures and eliminates the two-thirds vote requirement for new program spending or increasing positions for both Milwaukee County and the City of Milwaukee

Eliminates requirements for the City of Milwaukee to maintain equivalent levels of law enforcement, fire protection, and emergency medical services compared to the previous year

Removes prohibitions on the City of Milwaukee using tax revenues for rail fixed guideway transportation systems or for positions promoting individuals based on race, ancestry, national origin, or sexual orientation

Restores authority to Milwaukee's Fire and Police Commission to prescribe general policies, standards, and rules for police and fire departments, and removes the two-thirds common council vote requirement to modify commission rules
