Removes the requirement that individuals must be unemployed for at least four weeks to participate in the Transform Milwaukee Jobs and Transitional Jobs temporary wage subsidy programs

Expands eligibility to include anyone ineligible for unemployment insurance benefits, regardless of whether they have actually filed for those benefits

Programs are administered by the Department of Children and Families for individuals at least 18 years old with household income below 150% of the poverty line

Current eligibility requirements remain: age 18+, parent/caregiver of minor child if over 25, income below 150% poverty line, not in Wisconsin Works, and meeting substance abuse screening requirements
