Increases state bonding authority for the Safe Drinking Water Loan Program by $200,000,000, raising the total additional public debt limit from $3,550,000 to $274,950,000

Requires the Department of Administration to allocate up to $200,000,000 for forgivable loans to private users of public water systems for lead service line replacement

Forgivable loans cover up to 50 percent of the cost to replace lead service lines on private property

Establishes legislative finding that lead service lines pose a public health hazard and declares it state policy to assist private users in replacing them
