Requires the council to develop a guidebook with design and construction recommendations for multifamily dwellings up to 6 stories served by a single stairway, ensuring compliance with National Fire Protection Association standards for safe occupancy and egress

Requires the council to create a model ordinance enabling counties, cities, villages, and towns to allow multifamily housing construction on commercially-zoned land

Authorizes local governments to enact ordinances allowing single-stairway multifamily buildings up to 6 stories, provided the ordinances are consistent with the council's guidebook

Council must meet monthly until completing the guidebook and model ordinance, then meet annually for review and updates, with additional meetings at the secretary's call for housing innovation matters
