Repeals Wisconsin's dry cleaner environmental response program and its associated fund and council, transferring the remaining fund balance to the general environmental fund

Creates the "Revitalize Wisconsin" program administered by DNR to provide grants, direct services, or reimbursements for addressing hazardous substance discharges and environmental pollution on contaminated properties

Appropriates $3 million annually for the Revitalize Wisconsin program and $3 million in 2025-26 ($500,000 in 2026-27) for waste removal and sampling on abandoned properties

Eligible sites include brownfields, former dry cleaner program sites, public nuisances, tire dumps, and properties owned by innocent landowners or local governments who did not cause the contamination

Adds 10 new DNR positions (5.0 FTE for each program) and requires 15% of program funds be designated for small or disadvantaged communities
