Repeals Wisconsin statute 66.0419, which currently prohibits local governments from regulating "auxiliary containers" such as bags, cups, bottles, cans, and other packaging

Restores authority to cities, counties, and other political subdivisions to enact ordinances regulating the use, disposition, or sale of single-use and reusable containers

Allows local governments to prohibit, restrict, or impose fees and surcharges on containers made of plastic, paper, glass, aluminum, and similar materials used by food service and retail establishments
