Public Service Commission must administer a percentage of income payment program capping monthly electricity and gas costs at 2% of household annual income for energy burdened households (those paying 2-4% of income) and severely energy burdened households (those paying 4%+ or with zero income)

Automatic enrollment required for all eligible households, with priority given to severely energy burdened households of investor-owned utilities earning up to 300% of federal poverty guidelines; PSC must conduct outreach to historically high-burden communities

Public utilities prohibited from disconnecting electricity or gas service for nonpayment from residential households earning up to 300% of federal poverty guidelines

Utilities must report annually to PSC on all residential disconnections, including reason, dates, service type, and zip code; PSC must summarize and publish reports and submit to governor and legislature

Creates an Energy Burden Relief Fund funded by gross revenues tax on public utilities, adds 7.0 FTE positions to PSC starting July 1, 2026, and requires program launch within 13 months of enactment
