Expands eligibility for commercial driver training grants to include applicants who pay third-party providers to train Wisconsin residents, not just those who directly provide training

Requires the training provider (whether the applicant or a third party) to be listed on the federal Training Provider Registry under 49 CFR part 380, subpart G

Allows applicants to have one or more facilities in Wisconsin (previously limited to "a facility") and removes the requirement that the facility itself be listed on the Training Provider Registry

Creates a separate effective date provision for non-training-provider applicants, requiring the trainee to obtain their initial commercial driver license after the bill's effective date (rather than the March 23, 2024 date that applies to training providers)

Prohibits the department from awarding more than one grant for any given individual who receives commercial driver training
