Department of Military Affairs must award security grants to nonprofit religious organizations, with priority given to those that have been or are at risk of being targets of religiously-motivated bias incidents or crimes

Maximum grant amount is $500,000 per recipient per fiscal biennium; religious federations or umbrella organizations may apply on behalf of multiple members, with each member eligible for up to $500,000

Grant funds may be used for physical security enhancements (surveillance systems, fortified entryways, lighting, fencing), hiring or training security personnel, and emergency preparedness activities (threat drills, law enforcement coordination, communication systems)

Appropriates $5 million annually ($5 million in 2025-26 and $5 million in 2026-27) as a continuing GPR appropriation for the grant program

Creates 2.0 FTE positions at the Department of Military Affairs to administer the program
