Allows parents to disclaim parental rights for children under age one through a notarized affidavit as an alternative to appearing in court, provided the child is not an Indian child

Fathers may execute the affidavit before birth; mothers may only execute it 120 hours or more after birth but before the child's first birthday

Affidavits are revocable within 72 hours of execution (or 120 hours after birth for fathers, whichever is later), then become irrevocable unless obtained by fraud or duress, with a 3-month statute of limitations for challenges

Requires adoption placement agencies to offer counseling to all disclaiming parents and legal counseling to minors at the agency's expense prior to execution

Authorizes payments to out-of-state private child placing agencies licensed in their home state for adoption services, expanding beyond current law limiting such payments to Wisconsin-licensed agencies only
