Mandates WHIO to publicly report health care claims information in both machine-readable format and language understandable to laypersons, covering cost, quality, and effectiveness of health care

Requires the state Medical Assistance program and managed care organizations serving Medicaid recipients to submit data to the database

Grants WHIO exclusive rights to use and sell data compilations, services, and special reports for a fee, with user fees and contributor fees subject to approval by the Secretary of Health Services

Allows WHIO to share data for health care operations, research, public health, or publication purposes if the request aligns with program goals, increases transparency in health care costs/quality/safety, and informs policy decisions
