Establishes a wetland assured delineation program allowing DNR to certify private professionals to conduct wetland boundary delineations that have the same legal effect as DNR-performed delineations, without requiring DNR confirmation

Requires certified "assured delineators" to hold qualifying degrees with 3-8 years of field experience (depending on degree level), complete U.S. Army Corps of Engineers-based training, and submit at least 6 representative delineation reports from the prior 2 growing seasons

Sets fees of $500 for application processing, $900 annual certification, and up to $20 per delineation report filed; delineations remain valid for 5 years (or 15 years for nonfederal wetlands subject to stormwater permits)

Authorizes DNR to audit delineations from the preceding 12 months, investigate complaints, require corrections to inaccurate reports, and revoke certification for violations including falsifying wetland boundaries or failing to apply standard protocols

Grandfathers individuals already certified under DNR's existing pilot program into the new statutory program without requiring new applications
