Allows municipal boards of absentee ballot canvassers to begin canvassing absentee ballots starting at 7 a.m. on the day before an election, with mandatory recess by 8 p.m. that day and reconvening no earlier than 7 a.m. on election day

Extends early canvassing option to single-polling-place municipalities without an absentee ballot canvassing board, provided they adopt an ordinance and consult with the Elections Commission

Requires tamper-evident security seals and double-lock storage for tabulating equipment, programmed media, memory devices, and ballots during overnight recess, with mandatory seal inspection and recording before resuming canvassing

Prohibits tallying votes until after polls close on election day; intentionally obtaining or disclosing early tallied results constitutes a Class I felony (up to $10,000 fine and/or 3.5 years imprisonment)

Mandates Elections Commission verification through a recount and equipment audit if tampering evidence is discovered; requires 60 days' public notice before canvassing meetings and before any early canvassing ordinance takes effect
