Eliminates the existing $10,000,000 grant program for WisconsinEye's endowment fund and replaces it with a new state-run Office of the Public Affairs Network attached to the Department of Administration

Creates a 7-member Public Affairs Network Board (governor, 2 gubernatorial appointees, and 4 legislators) to appoint the office director and oversee operations

Requires the network to provide unedited live video/audio coverage and online streaming of state government proceedings including legislative floor sessions, committee meetings, executive branch meetings, supreme court proceedings, and news conferences, with permanent digital archives and no registration requirements for public access

Appropriates $2,000,000 per fiscal year for operations and authorizes 8.0 FTE positions, with competitive hiring waivers available for former WisconsinEye employees

Directs DOA to attempt to obtain WisconsinEye's complete digital archives and authorizes a contract (with sum sufficient appropriation) to acquire the archives and equipment
