Department of Transportation must establish a blue envelope program to improve communication between law enforcement officers and individuals with disabilities or conditions requiring additional accommodations during traffic stops

Blue envelopes will hold vehicle registration and insurance documents, include traffic stop safety information for recipients, provide interaction recommendations for officers, and contain space for emergency contacts and accommodation needs

Eligible recipients include individuals protected under the Americans with Disabilities Act, those with conditions requiring accommodations, and parents, guardians, family members, conservators, or drivers of individuals with disabilities

Individuals obtain envelopes by declaring on a DOT form that they have an invisible disability; DOT must record each issuance in the recipient's file

Funded through a general fund appropriation; DOT must promulgate administrative rules including development of supplementary law enforcement training materials
