Eliminates recurring operating referenda for school districts, which currently allow permanent authority to raise excess revenue above state-imposed limits through voter approval

Limits nonrecurring operating referenda to a maximum of 4 school years, requiring districts to return to voters more frequently for continued excess revenue authority

Amends Wisconsin statutes 121.91 (3)(a)1., 121.91 (3)(c), and 121.91 (7) governing school district revenue limits and referendum procedures

Applies to resolutions adopted on or after the effective date of the act, leaving existing recurring referenda unaffected
