Creates criminal penalties for "deepfakes" — synthetic digital representations that use a person's face, voice, or likeness without consent and appear authentic to a reasonable observer

Class A misdemeanor (up to $10,000 fine and/or 9 months imprisonment) for creating and distributing deepfakes with intent to coerce, harass, or intimidate

Class I felony (up to $10,000 fine and/or 3 years, 6 months imprisonment) for creating and distributing deepfakes with intent to defraud, coerce, or intimidate for monetary gain

Exempts technology providers, internet platforms hosting third-party content, newsworthy material, law enforcement officers, and content clearly labeled "This content generated by AI"

Adds the new offense to Wisconsin's racketeering statute and privacy invasion provisions
