Creates a "demonstration public school operator" designation for independent charter schools authorized by the Office of Educational Opportunity (OEO) director within the UW System

Designated operators receive an additional $6,863 per pupil on top of the standard $12,369 per pupil payment, beginning in the 2026-27 school year, with annual adjustments matching school district revenue limit and categorical aid increases

Operators must meet seven criteria to qualify, including participating in longitudinal studies, providing professional development, disseminating best practices, maintaining community partnerships, and entering evaluation agreements with the Wisconsin Center for Educational Research and Wisconsin Evaluation Collaborative

Designations are granted for terms up to 5 school years (renewable), with the OEO director required to respond to requests within 30 days and provide reasons for any denial

Designated operators must submit annual comprehensive reports to DPI, Joint Committee on Finance, and legislative education committees including audited financials, achievement data, enrollment demographics, and staff retention information
