Health care providers may offer prompt payment discounts of up to 15% on fees owed by patients with disability insurance coverage, without violating existing prohibitions on reducing coinsurance or deductibles

Discounts must be offered uniformly regardless of the patient's insurance issuer or reason for seeking services, and must bear a reasonable relationship to collection costs avoided

Providers must post their prompt payment discount policy on their website to notify insurers, but cannot publicly advertise the discount otherwise

Discounts may only be offered during ordinary patient interactions such as scheduling, registration, payment of cost-sharing, billing statements, or financial arrangements

Providers cannot shift discount costs to other individuals or payers, and the law does not require providers to offer discounts or override existing insurance contracts or federal anti-kickback regulations
