Wisconsin's Department of Transportation must include a vision in future long-range statewide transportation plans for: low-carbon public transit, transportation sector electrification, cost-effective charging infrastructure, incentives for equitable clean transportation options, and transportation solutions for underserved areas

Underserved areas specifically defined as rural communities, low-income communities, and communities where the majority of residents are members of a racial minority

DOT may satisfy requirements by referencing another planning document that contains the required vision elements rather than including them directly in the transportation plan

DOT must submit a report to the governor and relevant legislative standing committees within 6 months of the bill's effective date detailing current incorporation efforts and strategies for future incorporation

Creates new section 85.66 of Wisconsin statutes; introduced January 14, 2026 by 7 Democratic senators and referred to Committee on Transportation and Local Government
