Department of Safety and Professional Services (DSPS) must create a stretch energy code working group to establish energy efficiency standards that exceed the state's baseline energy conservation code by December 31, 2026

Working group membership includes the DSPS secretary or designee, department employees, deep clean energy industry leaders, climate-focused nonprofit leaders, and representatives from municipalities with climate action plans

Stretch energy code must contain separate components for commercial and residential buildings

Counties, cities, villages, and towns may adopt the residential component, commercial component, or both by ordinance to apply stricter energy standards within their jurisdiction

Adds 1.0 GPR project position to DSPS to administer the stretch energy code creation
