Authorizes $25,000,000 in general fund supported borrowing for the Department of Agriculture, Trade and Consumer Protection (DATCP) to purchase agricultural conservation easements from willing landowners

Reinstates the requirement that DATCP solicit applications to the agricultural conservation easement program at least annually, after consulting with the advisory council

Removes the current requirement that the Department of Natural Resources provide DATCP funds from the Warren Knowles-Gaylord Nelson stewardship program for easement purchases

Creates new appropriations for principal repayment and interest costs associated with the agricultural conservation easement borrowing
