SB843 Summary: Data Center Requirements

• Public Service Commission must prevent costs for electric infrastructure construction serving data centers from being allocated to or recovered from other utility customers
• Renewable energy facilities primarily serving data center loads must be located on-site at the data center
• Data centers must use closed-loop cooling systems that recycle a fixed volume of water, and operators must annually report total water usage to the Department of Natural Resources
• Operators must file a bond or security deposit with DNR sufficient to cover estimated reclamation costs before operating a data center
• Owners of incomplete data center projects must notify DNR and restore the construction site to its pre-construction condition
