Department of Corrections must maintain written resource guides enumerating rights for adult inmates in state correctional institutions and juveniles in detention facilities; county sheriffs must maintain guides for county jails and houses of correction

Resource guides must be updated annually or within one week of any legal or institutional policy change affecting rights, and must account for variations based on legal status, confinement status, biological factors, and housing location

Guides must be posted throughout facilities and provided to each inmate/juvenile upon entry, when placed under restricted movement or solitary confinement, and upon request at any time

Wardens, superintendents, sheriffs, or trained designees must verbally explain the resource guide contents upon entry, transfer between facilities, and upon request

$200,000 appropriated in fiscal year 2025-26 for Department of Administration to contract with a civil rights legal organization to develop the guides by June 30, 2027, with at least 30% of contract funds going to employ formerly incarcerated individuals
