Increases the annual event limit for no-sale event venue permits from 6 days to 36 events per calendar year and removes the one-event-per-month restriction

Extends maximum event duration to 36 continuous hours per event under the same renter or lessee

Expands permitted alcohol from only beer and wine to all alcohol beverages, including distilled spirits

Allows persons holding a state-issued operator's permit (not just local operator's licenses) to satisfy bartender requirements for serving alcohol at events with 20 or more attendees

Takes effect January 1, 2026, or the day after publication, whichever is later
