Appropriates $10,000,000 in general purpose revenue for fiscal year 2025-26 and $10,000,000 for fiscal year 2026-27 to fund the Energy Innovation Grant Program, totaling $20,000,000 over the biennium.

Codifies the Office of Energy Innovation within the Public Service Commission as the administrator of the Energy Innovation Grant Program in state statute.

Creates new statutory sections 20.155(3)(e) and 196.379 to establish the program's funding mechanism and administrative authority.

The Energy Innovation Grant Program awards grants for projects related to energy efficiency and innovation; it was previously funded solely through federal money from the 2009 American Recovery and Reinvestment Act.

Takes effect the day after publication or the second day after publication of the 2025 biennial budget act, whichever is later.
