Creates statutory definitions for three lottery game types: "lotto games" (number-selection drawings), "instant games" (scratch-off tickets), and "break open games" (pull-tab tickets)

Establishes tiered retailer compensation rates: 5.5% for lotto game sales, 6.25% for instant game sales, and 15% for break open game sales

Extends standard lottery retailer contract terms from 3 years to 5 years

Requires break open game prizes to be paid by the retailer at the point of purchase on the same day the ticket was bought, unless the Lottery Division administrator approves an alternative method

Allows retailers with delinquent taxes or employment payments to obtain lottery contracts if they have an approved payment plan in place
