Cities and villages are prohibited from denying subdivision approval in their extraterritorial jurisdiction (unincorporated town areas within 3 miles of 1st-3rd class cities or 1.5 miles of 4th class cities/villages) based on proposed land use, public improvement specifications, land division design standards, or annexation agreements

Removes the existing exception that allowed municipalities to deny subdivision approval if the denial was based on plans or regulations adopted under s. 62.23 (7a) (c)

Towns that successfully sue to enforce these new restrictions are entitled to recover reasonable attorney fees from the municipality

Amends Wisconsin Statutes section 236.45 governing extraterritorial plat approval jurisdiction
