Prohibits DNR from issuing air pollution, water pollution, hazardous waste, or solid waste permits for facilities in "vulnerable communities" unless applicants prepare environmental impact reports, make them publicly available, and hold local public hearings

Defines "vulnerable community" as census block groups where at least 50% of households are low-income (≤200% federal poverty level) AND at least 40% of residents are Black, African American, Asian American, Hispanic, Latino, or members of a federally recognized tribe, OR at least 40% of households have limited English proficiency

Requires permit applicants to publish hearing notices in at least 2 local newspapers 21 days before the hearing and provide notice to DNR and local officials 14 days prior

Authorizes DNR to deny permits if cumulative environmental impacts combined with existing conditions pose unreasonable risk to the environment and health of vulnerable community residents

Takes effect on the first day of the 6th month after publication, with DNR required to identify and maintain a list of vulnerable communities starting 2 months earlier
