Requires district attorneys, corporation counsel, or designated county officials to file petitions to terminate parental rights for newborns relinquished under Wisconsin's safe haven law (children 72 hours old or younger)

Petitions must be filed no earlier than 30 days after relinquishment and no later than 60 days after the court finds probable cause that the child was relinquished

Establishes venue for safe haven termination proceedings in the county where the relinquishment occurred

Allows courts to transfer cases to the county of residence of the child or parent upon motion and for good cause shown

Takes effect on the first day of the 6th month after publication
